As a deserter from the Russian Navy. In reply to this it was pointed out to M. Overbeek that no action on his part as between himself and the Naval authorities of his country could in any way affect the rights of a third party - i.e. the Government of the Country in which he was at the time resident - and he was informed that I had determined to refer the matter to the decision of Her Majesty's Government.
